Doctor who telepathy
Time Lords have a natural psionic ability. They can read minds, hypnotize people, and are naturally attuned to psychic phenomena. A lot of their technology is psychic in nature.

I think part of the problem is that they don't want the Doctor to come across as overpowered; contact telepathy is basically just an opportunity for the Doctor to fix his problems by mind-raping enemies. I'd like the series to focus more on developig and exploring the limits of his powers, but that would take actual effort.
